Inspector Helps Colorado City Homeowners Comply with Codes
Across the city, many homeowners have converted their single-family homes into rental duplexes or have added rental spaces by converting their basements or garages into dwelling units without obtaining the needed permits and without complying with building codes.
These homeowners did not apply for multifamily building permits partly because of the high development permit fees which can reach $15,000 per unit and partly because of the high costs of complying with multifamily building standards.
To help these homeowners, the city of Fort Collins has launched an amnesty program waiving the costly development fees and requiring only fees of between $200 to $400.
The main goal of the program, which ends on June 15, 2011, is to ensure that all houses across the city meet health, habitability and safety standards and to lessen the financial burden of compliance.
According to Mike Gebo, chief of the Fort Collins Building Department, the first thing homeowners need to do is to check the city zoning maps or call the zoning office if multifamily uses are allowed in their areas.
If multifamily housing is allowed, the next thing they should do is to hire a house inspector to help them check if their multifamily housing is up to city building standards and to tell them what they should do to comply with the standards.

Home Inspection Provision in Mortgage Bill, Lauded by ASHI
The home inspection has been lauded by the American Society of Home Inspectors, praising the House Financial Services Committee and Representative Nydia Velazquez for enhancing consumer protection.
The home inspection provision aims to educate first-time home buyers and other home buyers not familiar with the complexities of home buying.
According to a study conducted by the General Accounting Office, there are many home buyers who are not familiar with home inspection and whose views about home inspection are not congruent with reality. A lot of home buyers do not know that house inspections are not done automatically; that valuations are not house inspections; that the HUD recommends voluntary home inspections; that the FHA does not do home inspection; and that they should initiate a home inspection.
ASHI President Bill Richardson said the bill would help home buyers make smart decisions when purchasing a house. He said the effort to educate prospective home buyers before they make wrong decisions is a victory for home buyers across the country.
Under the bill, which was championed by Velazquez with help from Representative Judy Biggert, HUD is required to accomplish a set of activities, such as publishing a home inspection advisory; creating a home inspection booklet for homebuyers; and publishing a FAQ on home inspection.
The HUD is also required to publish the advisories in both Spanish and English, distribute the materials widely, ensure that low-income and first-time home buyers are reached, and include information on both FHA home sales and non-FHA sales.
To ensure that home inspection counseling is provided to everyone that needs help, FHA lenders and HUD counselors were given certain responsibilities to accomplish. Lenders approved by the FHA will be instructed to give home inspection information at first contact to help prospective home buyers think about home inspection early in the house buying process.

Bill Richardson, president of the 6,000-member 80-chapter American Society of Home Inspectors, said that a lot of defects discovered during house inspection were caused by neglect and lack of maintenance. Kuhn said defects in plumbing can cause floods that would damage many parts of the house and wipe out the homeowners’ savings due to expensive repairs.
Meanwhile, Richardson added that when a sewer trap dries out, it could permit methane gas to enter the house.
Both Richardson and Kuhn also described foreclosed house damages caused by thieves and vandals. Inspectors also come to know during home inspection that many foreclosure properties with a lot of damages were owned by lenders that did not carry out foreclosure proceedings with compassion.

What is a Home Inspection? Their Purpose the Process.

You will want him to show you any potential problems - also, feel free to ask any questions about his report. If you are the Seller, you have every right to attend; however, I recommend that you do not follow the inspector around the house trying to justify any deficiency he writes down.
What if deficiencies are found in the home?
If the inspector identified any deficiencies, this does not mean that you should not purchase the home. It only notifies you in advance of what you can expect. Perhaps the major issues can be negotiated out, and the minor issues can be repaired by you after you purchase the home. Do not ‘nit-pick’ every little item on the report. That is a good way to get the Seller ticked off.
As the Seller, how do I prepare my home for the inspection?
- Ensure all utilities are turned on
- All pilot lights are lit
- All locks are to be removed or unlocked from areas that may prohibit the inspector accessing, such as attics, doors, padlocks on gates, etc…
- Attic access is clear. If attic access is in the garage, be sure there are no cars, shelving units, moving boxes, storage crates blocking the access. If attic access is in a hallway or closet, make sure thee are no light fixtures or furniture blocking the access panel or pull-down ladder
- Crawl space (if applicable) access is clear
- Electrical panels are accessible and not locked
